Premier Li Keqiang proposed in the government work report on the 5th to strengthen pollution prevention and ecological construction, and continue to improve environmental quality.     There are two core concepts put forward by Premier Li Keqiang in his work report:

     

    1. Continues to Strengthen Ecological Environment Governance

     

    Premier Li Keqiang stressed that it is necessary to strengthen the comprehensive management of air pollution and joint prevention and control, and strengthen the coordinated control of micro-particulate matter and ozone. Since the outbreak of haze in 2013, all localities have taken active measures to control air pollution and improve the atmospheric environment. However, air pollution is still not under control. In recent years, in autumn and winter, even under the premise of large-scale shutdown and production restriction, large-scale haze phenomenon still occurs frequently in northern areas except Beijing, which has a serious impact on enterprise production and people's health.

     

    Haze is composed of tiny dust particles in the air, sulfuric acid, nitric acid, inhalable particles and other particles, of which PM2.5It can promote the formation of haze weather, and the haze weather can further aggravate the PM2.5The accumulation. There are also secondary pollutants, such as sulfates and nitrates, which are highly hygroscopic.     At the two sessions, Premier Li Keqiang emphasized the strengthening of the control of micro-particles.PM2.5Pollution is a new type of air pollution problem in the new stage of China's social and economic development. It has a certain relationship with the increase in the number of urban motor vehicles, but the more important reason is China's unique energy structure. Since the Tenth Five-Year Plan, coal consumption has increased rapidly. With the development of the new energy industry, we must replace coal resources with clean energy to continue to carry out large-scale land greening operations and promote ecosystem protection and restoration.

     

    2. do a good job in carbon peak, carbon neutral work

     

    Premier Li Keqiang proposed to formulate a carbon emissions peak action plan before 2030. Optimize the industrial structure and energy structure. Promote the clean and efficient use of coal, vigorously develop new energy, and actively and orderly develop nuclear power on the premise of ensuring safety. We will expand the scope of preferential enterprise income tax catalogues such as environmental protection, energy conservation and water conservation, promote the research and development and application of new energy-saving and environmental protection technologies, equipment and products, and cultivate and strengthen energy-saving and environmental protection industries. We will speed up the construction of a national market for the right to use energy and carbon emissions, and improve the dual control system for energy consumption. We will implement special policies on financial support for green and low-carbon development and set up carbon emission reduction support tools. As a member of the global village, China will take practical actions to make its due contribution to the global response to climate change.

     

    The PM2.5 sensor OPC-N3 and OPC-R1 Alphasense launched in the UK can effectively detect the concentration of micro-particles in the air. These two sensors use the principle of light scattering and particle counting technology. The OPC sensor can be used to measure the air in the city or indoor environment. The number and size of micro-particles can also be used to detect the cleanliness of the controlled environment. It can accurately detect the number of micro-particles in the surrounding environment and provide practical reference data for environmental improvement.

        

      Unlike traditional optical particle counters that use air pumps and sample gas filters, the OPC sensor takes a completely different approach. It uses a combination of a custom-designed elliptical mirror and a two-element photodetector to create a "virtual sensing zone" in the free space of the center of an open scattering chamber ". The sensing area and its surrounding space are then illuminated by a thin ribbon of laser beam. The air containing the particles passes unconstrained through the scattering chamber and can pass through the inside and outside of the sensing region of the laser beam, but only those particles that pass through the sensing region can be identified by the two-element detector and counted/sized by the OPC electronics.
